You absolutely can switch the system language to English, regardless of the original Chinese Simplified base image (Win11_25H2_Chinese_Simplified_x64.iso) you downloaded. The restriction you might be concerned about typically applies only to the "Home Single Language" edition often found in the Chinese market, but the Professional license explicitly includes full support for Multilingual User Interface (MUI) packs. The ISO file simply installs the operating system with Chinese as the default base, but it does not lock the interface language permanently.
To perform the switch, open the Settings app and navigate to Time & language > Language & region. If you are currently navigating a Chinese interface and cannot read the text, look for the icon on the left sidebar that resembles a globe (usually the 6th or 7th item down), then select the second option in the right-hand menu.
